Erin Collins states the following upon penalty of perjury:
1. I am over the age of 21 and am competent to make this declaration.
2. I am an attorney duly admitted to practice in the State of New York. I am an associate at King & Spalding, counsel to Petitioners herein. I have personal knowledge of the facts set forth herein, and could and would testify to them if called upon to do so.
3. This declaration is provided to inform this Court that service has been completed pursuant to the Convention on the Service Abroad of Judicial and Extrajudicial Documents in Civil or Commercial Matters (1965) (the “Hague Service Convention”).

4. On October 10, 2019 I previously filed a declaration in Case No. 1:19-cv-9153 CEF Energia B.V. v. The Italian Republic. In that declaration, I informed the court that on August 27-28, 2019, I served, in accordance with the Hague Service Convention, copies of CEF’s Notice of Petition, Petition, and all other accompanying documents upon respondent. Id. ¶ 4. On September 6, 2019 the United States Postal Service (“USPS”) confirmed that all documents were delivered via its electronic tracking system. Id. at 2, n1. But because CEF had still yet to receive the return receipts, two investigations into the missing return receipts were opened (Case Nos. DE5155874 and DE 5155901). Id.
5. Since that time, one of the two investigations (DE5155901) closed. On November 19, 2014, the USPS provided the Posteitaliane proof of delivery, complete with signature. A true and correct copy of the Postitaliane document, along with the USPS transmittal email is attached as Exhibit A. The other investigation remains open and pending.
6. CEF has also received one of the signed return receipts confirming service upon Italy. A true and correct copy of that return receipt is attached as Exhibit B.
7. These documents confirm that service upon Italy, in accordance with Article 10(a) of the Hague Service Convention was complete on September 6, 2019.
8. I declare under penalty of perjury that the foregoing is true and correct.
