For the reasons stated in the accompanying memorandum opinion, it is hereby ORDERED that

  1. (1) Defendant Republic of Guinea’s motion to set aside default and motion to dismiss, ECF 16, are GRANTED;
  2. (2) Plaintiff Global Voice Group SA’s motion for leave to file a surreply in opposition to that motion, ECF 20, is GRANTED;
  3. (3) Plaintiff’s motion for default judgment or summary judgment, ECF 25, is DENIED as MOOT; and
  4. (4) Defendant’s motion for sanctions, ECF 26, is DENIED.

This case is therefore DISMISSED, and the Clerk of Court shall terminate the case.

This is a final appealable Order.
