This document contains Annex A to the Panel Report, setting out the Panel's working procedures and procedural decisions in the EC–Hormones dispute. Annex A compiles correspondence and procedural determinations issued by the Panel between August and November 2005 concerning the administration of the dispute. In Annex A-1, the Panel accepted the joint request of the parties to open its substantive meetings to public observation via closed-circuit broadcast, while maintaining closed sessions for third parties who did not consent to public access. Annex A-2 details the general Working Procedures governing written submissions, delegation composition, time limits, confidentiality protections, and the submission of factual evidence. Annexes A-3 and A-4 set forth the Panel's determinations to initiate consultations with scientific and technical experts regarding the compatibility of the European Communities' implementing measures under the SPS Agreement. The Panel rejected the EC's suggestion to appoint an institutional expert review group, deciding instead to consult independent experts individually to ensure diverse perspectives and transparency regarding potential conflicts of interest. Finally, Annex A-5 establishes the specific working procedures governing the selection, written questioning, and hearings of the scientific experts.
